The level of the runway will determine what types/sizes of planes can land on it. Each plane types now has their own runway.
Following the Airport City v 7.0 release, all players are now limited to 2 runways. Players with more than two runways, were compensated for the lose of their runways.
There are Left and Right Runways with 10-level each. You can't sell your runways, but you can upgrade them (max level: 10)
